In most cases, in U.S. colleges, you usually write a letter of interest/ continued interest when the school waitlist's you or differs you. The purpose of the letter is to show the school (admissions officers) that you are still interested in attending their institution, and if there is a sit available, you would like them to consider your application first or in advance.
