If there's an institution that doesn't allow a student to defer, I haven't come across it. If you get an admission but you are not ready, you can defer to the next intake, the next season or whenever, depending on the limit on deferral the institution has in place. Some allow you to defer twice, some once and all sorts of rules like that. Also, for some institutions, even if you want to defer, you have to pay your deposit to keep your place and this usually means you have attend when the time comes.
