A safety school is a school where an applicant has a very high chance of getting admitted to. For example, if you are a solid A student with several extracurricular activities on your resume, any university with more than 70 percent admission rate can be considered as a safety school. It is important to keep in mind that safety schools will depend on the grades and CV of a student. School X may be a safety school for one student but a target school for another. It all really boils down to how good your application is and how competitive the school you are focusing on is. Other categories of schools include target (these are where you have a 50/50 chance of getting admitted) and reach/dream schools (these are where you have a low chance of getting admitted because they are extremely competitive regardless of how good your grades are).
