Yes, they can. What the universities usually do is meet your full financial need. That means, for example, if you fill, you can contribute about 3-5K per year; what the school does is that they will let you pay what you said you would contribute. Suppose you are lucky enough and get into elite schools. In that case, your school will have excessive budgets for what you won't need (if you are financially tight), such as vacations and the like, so you can collect the amounts of money you don't need and contribute what you promised to contribute in the first place.
