If you have been selected for a scholarship, an email should definitely be sent to you. The email will usually contain what the scholarship covers and the conditions of the scholarship. If this is not directly in the email, then a contract is usually attached or sent in a separate email.

The University that you have applied will send a Mail that you have secured an admission after which you shall be able to apply for scholarship and/or financing.
