I generally recommend starting with the GRE/TOEFL exams.
This is because the results for these exams are valid for 2+ years, meaning you can study and take an exam months or years in advance of your actual university application.
To do well in the GRE/SAT/TOEFL exams, you need to give yourself time to practice. 3 to 6 months is usually enough time to prepare. It is a good idea to get done with tests first so that when you begin your university applications, you don't have to worry about the pressure of studying for them.
