A fully funded scholarship that covers the total cost of attendance of a program of study will cover accommodation cost, while partial scholarship may cover only a certain percentage of the tuition fees. Full scholarship will cover 100% of the program tuition fees (but may not necessarily cover accommodation except if the scholarship amount is defined to include the accommodation cost - in which case the scholarship has gone beyond tuition fees. Some scholarship programs covers the total cost of attendance of a program of study, for example the Commonwealth scholarship and some others that are fully funded. The governments, institutions, universities, organisations and other scholarship awarding bodies usually define their scholarship amount (or percentage) and what it covers.
