Good question!
In general, the answer to this question depends on the university that you will be attending. For instance, as an international undergraduate student at Amherst College in the United States, I spent the whole 4 years living in university hostels. At no point did I choose to rent a flat outside the campus. However, I knew some students who chose to live outside the campus.
As an international student, you will have to think about things like transportation before you decide to live outside the university. If you don't have an easy method to get to school, it might be wise to live in university hostels throughout your studies because these tend to be much closer to the classrooms and lecture halls.
To secure accommodation in the university, all you have to do is fill out the housing forms that will be provided by your school after you have gained an admission and paid the necessary enrollment deposits (if needed). In case the process is not clear to you, you can always email the admissions office to clarify how the housing process is like.
