I will not answer with a YES or a NO, but with an explanation on the various types of scholarship and study programs, both of which will determine whether you can study in Uganda or not.
When a scholarship is open for application, the terms and conditions of it will be clearly stated. If a scholarship is for a study abroad program, it will not be availed to any student that is not ready to travel out of his country - but desires to remain in his/her country to study. In fact, your letter of offer of admission is going to be the basis of the award of the scholarship, so the awarding body will be well aware of the terms and conditions of your offer, the mode of program attendance before granting the scholarship. Therefore, the acceptability of your desire to remain in Uganda to study will be considered not after the award of the scholarship but during the review of your scholarship application documents like offer letter and so on.
